Kathy Vergara, EdD, is an experienced educator dedicated to serving and improving educational outcomes for multilingual learners and their families. She focuses on designing and implementing curriculum for bilingual, dual language, and ESL programs in grades preK–12.

Kathy Vergara

Kathy Vergara, EdD, is an experienced educator dedicated to serving and improving educational outcomes for multilingual learners and their families. She serves at the district level as the director for the multilingual department in a large Southeast Texas public school district, focusing on designing and implementing curriculum for bilingual, dual language, and ESL programs in grades preK–12.

Dr. Vergara has extensive experience designing, implementing, and delivering equitable curricula focusing on biliteracy. She served at the state level in the Dual Language Guidance and Community of Practice committees, focusing on biliteracy and dual language education. In 2021, Dr. Vergara was recognized by the Texas Education Agency, English Learner Division, as providing equitable opportunities through the strategic rollout of biliteracy curriculum and pedagogy to 18 campuses.

Dr. Vergara served as a district instructional officer, language specialist, and bilingual/dual language teacher at a Model Professional Learning Communities (PLC) at Work® campus. She served on a national fellowship focusing on closing educational gaps for Latinx students and the Harvard University Closing the Gap program. Dr. Vergara is passionate about shifting mindsets to better support historically underserved students through equitable opportunities.

She received her Spanish and business management undergraduate degree from the University of Houston. Her first master’s degree was obtained from Texas A&M in educational psychology, emphasizing bilingual and dual language education. Dr. Vergara’s second master's degree is in educational leadership for culturally and linguistically diverse students. Her doctorate in ethical leadership is from the University of St. Thomas in Houston.
